The U.S. National Highway Traffic Safety Administration (NHTSA) has urged autonomous vehicle developers to strengthen how their systems recognize and respond to emergency scenes. In a letter issued by Administrator Jonathan Morrison, the agency said driverless cars must not interfere with police, firefighters, or paramedics.

NHTSA said it has seen a pattern of autonomous vehicles entering active emergency areas, blocking ambulances and fire crews, or failing to react properly to warning signals such as flashing lights, cones, smoke, flares, and fire. The agency described these situations as a functional gap that developers need to address quickly.

Companies were asked to present their solutions by the end of the month. While no specific operator was named, the message appears especially relevant to robotaxi services that are expanding across major U.S. cities.

The agency also said it is working on updates to Federal Motor Vehicle Safety Standards, a move that could support next-generation autonomous vehicles designed without traditional controls such as steering wheels or pedals. Proposed changes may also reshape equipment requirements for future vehicle platforms.

As autonomous mobility evolves, stronger emergency-scene recognition could become a defining standard for safer and more responsive urban transport in the years ahead.
