Amazon-owned Zoox has cleared a major regulatory step toward launching its commercial robotaxi service after receiving a temporary exemption from the U.S. National Highway Traffic Safety Administration (NHTSA). The approval allows the company to begin charging riders for trips in its purpose-built autonomous vehicles.
The exemption covers eight federal motor vehicle safety standards, including requirements tied to windshield defrosting and braking systems. Zoox's vehicles are designed without traditional controls such as a steering wheel or pedals, making the waiver essential for its custom robotaxi format.
Zoox had already been allowed to operate its vehicles on public roads and offer free rides in cities such as San Francisco and Las Vegas. The new decision moves the company from demonstration mode into a paid service phase, while keeping its rollout under close oversight.
According to the NHTSA, the exemption is limited to a fleet of up to 2,500 vehicles per year for two years. The agency said it will apply an enhanced oversight model that can adapt as autonomous technology evolves.
The announcement also came alongside broader changes to the federal exemption process for automated vehicles. NHTSA said the updated approach will help automakers test new technologies with a limited number of non-compliant vehicles while maintaining safety review standards.
In parallel, the agency is working with SAE Industry Technologies Consortia on a three-year, $5 million effort to collect data and support the development of performance standards for autonomous vehicles. The goal is to move toward a unified national framework for AV safety.
With Zoox entering the paid robotaxi stage, the next phase of urban mobility may be shaped by how quickly autonomous systems can scale within clear, data-driven standards.
