Truecaller has entered a public debate with India's telecom regulator over anti-spam rules, arguing that the current framework is weakening consumer protection in one of its most important markets.

CEO Rishit Jhunjhunwala said the company is unable to flag calls from India's dedicated 1400 and 1600 series as spam, even when users repeatedly report them. According to him, this has reduced trust in legitimate business calls and created room for misuse.

India introduced the numbering system in 2024 to separate commercial calls from other communications. The 1400 series was assigned to telemarketing, while the 1600 series was reserved for service and transaction-related calls. The goal was to make business calls easier to identify and to limit spam and scam activity.

Truecaller says the policy has had unintended effects. The company claims users have increasingly ignored calls from both series and have manually blocked millions of them. Because it cannot label those numbers as spam, it has added a Frequently Blocked badge instead, signaling that many users have already rejected a number.

The discussion is unfolding as India continues to strengthen its telecom safeguards. Government data has shown large-scale action against fraudulent numbers and entities, reflecting how central call security has become in the country's digital ecosystem.

Truecaller says it will share its data with India's IT ministry and wants any future decision on caller ID apps to be based on evidence. The company also stressed that enforcement should target abusive actors rather than tools designed to help users screen unwanted calls. The outcome could shape how trusted communication is managed across fast-growing digital markets in the years ahead.
