California Sets New Safety Standards for Robotaxi Operations

California has introduced a new framework designed to strengthen coordination between robotaxi operators and emergency services. The regulation, known as Senate Bill 1246, establishes clearer operational responsibilities for autonomous vehicle companies operating in the state.

Under the new rules, companies must provide local, on-the-ground support when an autonomous vehicle becomes immobilized or obstructs public routes. Operators may face penalties if a robotaxi prevents police, firefighters or other first responders from accessing an emergency area for more than 30 minutes.

Local support and transparent response

The legislation also requires companies to share vehicle location and operating status with local authorities during system-wide technical disruptions. In addition, operators will need to maintain local incident technicians who can assist with autonomous vehicle-related road situations.

Another provision focuses on remote vehicle control. Any remote driver able to directly operate a robotaxi must be located in the United States and hold a valid U.S. driver's license. The rule distinguishes direct remote driving from remote assistance systems, where the autonomous software remains responsible for vehicle control while human teams provide guidance.

Major autonomous mobility companies including Waymo and Zoox have indicated they will comply with the updated requirements. The California Department of Motor Vehicles will define additional implementation details, including expected response times.

The law will take effect in July 2028, creating a more structured model for integrating autonomous transportation with city operations. This approach could help shape future mobility systems in which automation, local services and public infrastructure work in closer coordination.
