Originally estimated by the Trump administration to cost under $2 million and take merely a week to complete, the project's final cost has ballooned to approximately $13.1 million. The revelations, reported by the New York Times, surfaced shortly after the administration faced legal challenges regarding the renovation, which critics argue bypassed standard federal review protocols for alterations to such a significant historical site.

Atlantic Industrial Coatings, a Virginia-based firm with no prior federal contracts, was selected for this high-profile project ahead of the United States' 250th-anniversary celebrations. Documents indicate that the company charged a profit margin of 20%, significantly higher than the typical 6 to 12% range expected for similar federal contracts. Furthermore, an additional 20% was added for overhead costs, leading a National Park Service contracting specialist to label the total as "excessive."

Compounding these concerns, internal records revealed that the contractor struggled to effectively seal the gaps between the concrete slabs of the Reflecting Pool, necessitating the removal of previously installed materials to address the leaks. Despite these setbacks, much of the basin has already been coated in a bright blue hue described by President Trump as "American Flag blue." This choice has drawn criticism from preservationists and landscape historians, who argue that it detracts from the monument's solemnity.

Earlier this month, the Cultural Landscape Foundation initiated a lawsuit against the Interior Department, claiming that officials deliberately circumvented legally mandated historic-preservation reviews in their haste to complete the project in time for the anniversary celebrations. Internal documents cited in the lawsuit suggest that National Park Service officials recognized that the renovation likely did not qualify for the expedited review process they employed.

The administration has defended the renovation as essential maintenance for a pool plagued by leaks and algae issues for decades, despite previous costly repair efforts. The Obama administration, for instance, invested over $35 million in renovations, only for leaks to resurface shortly after.

As the project progresses, the implications of a no-bid contract, a significantly inflated price tag, and the bright blue coating visible from the Lincoln Memorial steps raise questions about the effectiveness of the repairs. The outcome of this renovation may redefine how historic sites are preserved and maintained in the future, potentially influencing similar projects across the nation.
