The notice, said to come from the Ministry of Home Affairs, asked GitHub to limit access to three Bitchat repositories within hours. The document argued that the app's offline, Bluetooth-based design could be used to bypass network restrictions and make communication harder to trace.

Bitchat has recently gained strong attention in India, especially as some users turned to offline messaging options during internet shutdowns. According to market data cited in the report, India accounted for the vast majority of global downloads in a short period, with daily active usage also reaching a new high.

Digital rights groups, including SFLC.in, the Internet Freedom Foundation, and Access Now, questioned whether removing a code repository is the right response when the software itself is open-source and can continue functioning on devices already installed. They also noted that the request appeared to focus on the architecture of the app rather than specific unlawful content.

GitHub said it publicly records government takedown actions and notifies affected account owners when it receives a complete request. The company did not confirm whether it had received the notice described in the report.
