Apple has introduced a new fee model for the European Union, aiming to make its App Store terms clearer and better aligned with regional digital rules. The update replaces the per-install Core Technology Fee with a flat 5% commission for apps distributed outside the App Store, including through alternative marketplaces or the web.
The company also revised its pricing for in-app purchases and external payment systems. Under the new structure, Apple's in-app purchase commission is set at 26%, while alternative payment processing carries a 20% fee, or 10% for developers in selected programs. Many developers will still qualify for reduced rates through initiatives such as the App Store Small Business Program and other partner schemes.
Apple said developers will remain committed to their chosen payment setup for 12 months, whether they use Apple's own system, external payments, or both. The company also introduced new safeguards for younger users, including restrictions on external links in Kids apps and parental approval for purchases made outside the App Store by users under 18.
Another major change concerns alternative app stores. Apple has widened access by removing the requirement that operators must already be large iOS developers. Instead, marketplaces can qualify through several forms of financial credibility, such as public company status, audited accounts, or eligible venture funding.
The update reflects Apple's ongoing effort to streamline its EU app ecosystem while adapting to evolving digital market standards. If widely adopted, these changes could shape a more open and flexible app economy across Europe.
