Apple has presented a revised commission plan for purchases completed through external links inside iOS apps, setting a 15% rate for standard apps in a filing to the U.S. District Court of Northern California.
According to the proposal, smaller developers would pay 5%, while apps in the Video Partner Program, News Partner Program and Mini Apps Partner Program would face a 10% fee. Subscription renewals would also be charged at 10%.
The filing adds another layer to Apple's long-running App Store policy debate with Epic Games, centered on how digital commerce should work across mobile platforms. Apple says the fees help support the tools, technology and services behind its App Store ecosystem.
The company also pointed to Google Play's link-out pricing as a comparison, noting similar commission levels for standard apps, special programs and renewals. With the Supreme Court allowing the lower court process to continue, Apple's proposed structure is now part of the broader conversation about platform economics and developer access.
This shift may help shape a more defined future for app marketplaces, where commission models and developer flexibility evolve together.
